New Programs Being Tested to Find Hidden Bias

The issue of policing and race has placed two Bay Area police chiefs in the hot seat. some say it will take more than a shakeup of leadership to address and resolve an emotional, community turmoil over racial profiling. It will take, some experts suggests, upending and dismantling traditional ideas about racial bias, how police officers are trained, how communities respond, and using new science and research on "implicit bias," a field of psychology that looks at the hidden, unconscious biases that all of us harbor, and act on. Study: Kentucky Repeat Offender Law Swells Prison Population

Under Kentucky's persistent felon law, extra years can be added to the sentence of an offender convicted of a previous felony, no matter how minor. According to a new study by the author of Kentucky's penal code, the state's 34-year-old repeat offender law is one of the most "draconian" in the country because, unlike in most other states, it is not limited to violent or serious crimes. And, the study finds, it "deserves a lion's share of credit for the inmate explosion that has overcrowded our prisons and done far worse to our jails." More

Dallas Jail Among First For Immigration Database

The Dallas County Jail is one of seven pilot programs nationwide for a new Immigration and Customs Enforcement program. It is based on fingerprints and adds 90 million federal immigration records to the background database available to jailers. Now, everyone booked into the Dallas County Jail will have fingerprints cross checked against the immigration database with immediate response. More

California Department Requires Officers to Work Out During Shifts

Jim Saunders, Pacifica, Calif.'s chief of police, is so convinced of the merits of a workout that he's created a program — approved this week by a vote of the City Council -- that will require full-time, sworn police officers to spend an hour of their paid daily work shifts exercising. Officers can lift weights, go for a run or even do yoga stretches -- as long as they work out for a full hour, under the supervision of their shift commander. More

The Coalition to Reduce Alcohol and Substance use on our Highways (C.R.A.S.H.) is focused on reducing the number of alcohol and substance abuse related automobile fatalities in Jackson County, N.C. The county, ranked 10th in the number of alcohol related crashes in the state, was chosen to be part of the North Carolina Strategic Framework State Grant. Under this grant, the county can receive $100,000 per year for three years to implement programs to reduce alcohol related crashes and fatalities. More

Huffing a Growing Problem Among Gillette, Wyo., Youth

Huffing arrests have soared in the past year as teens look for a cheaper, more easily accessible high. Huffing differs from traditional street drugs. The high is fast and short, usually lasting 15 minutes at most. Yet the head rush is so intense that it often is accompanied by a blackout. The topic is popping up more often in the classroom setting, Undersheriff Scott Matheny said. As a result, the sheriff's office has mounted an aggressive education campaign. More

Helping the Homeless: State, Local Agencies Organize

For a few hours on Tuesday, representatives from more than 15 state and local agencies created a one-stop shop for homeless individuals in Lafayette, La. It only lasted about half a day, and many of the estimated 250 to 275 people who turned out could be seen sitting amongst themselves, enjoying a hot meal and sharing tales of life on the streets. But for the organizers, the hope is that at least some will make a connection that will last long after the tents and booths are gone. More
