Housing starts rise in September

Construction of new homes edged up slightly in September, helped by a rebound in single-family construction. But applications for building permits fell by the largest amount in five months, a worrisome sign for future housing work. The Commerce Department said that construction of new homes and apartments rose 0.5 percent in September to a seasonally adjusted annual rate of 590,000 units. That was a weaker showing than the 610,000 economists had expected. MORE

A proposition banning governments from taking Texans' property for private development is last on the Nov. 3 ballot but is getting ample attention from the Republican candidates for governor, farmers and toll road opponents. Prop 11 would ban state government from taking private property and giving it to a private developer to boost the local tax base, its supporters say. More

The Obama administration has unveiled a new program to support state and local housing finance agencies. The plan will help the agencies finance mortgages for first-time homebuyers and develop rental housing. The agencies have had a hard time raising money because of the housing crisis and credit crunch. More

More than two-thirds of Houstonians are ready for tighter land-use restrictions in the wake of several high-profile conflicts between developers and neighborhoods in recent years, according to a Houston Chronicle poll. Out of 601 people surveyed between Oct. 12 and 15, 71 percent said they strongly or somewhat agree that "Houston should enact tougher land use restrictions." More
Former Gov. White urges rethinking of death penalty

Former Texas Gov. Mark White said he thinks it's time that the state reconsider its use of capital punishment because - among other reasons - the risk of putting innocent people to death is too great. In an interview published in the Houston Chronicle and San Antonio Express-News, White said that the death penalty no longer deters murder, that long delays between convictions and executions show there is no swift justice and that he's increasingly concerned the law isn't administered fairly. DPS changes license reinstatement process

The Texas Department of Public Safety has announced a change to the process for reinstating drivers' licenses and for providing copies of driving records. Beginning Oct. 30, Texas DPS will only provide these services via three outlets: the DPS Web site; through texasonline.com; or through the U.S. mail, according to an agency press release. More

Maybe heating costs aren't the world's most pressing concern for South Texans, since what passes for "winter" there is closer to fall or even late spring in some places. Still, it does get chilly enough to turn on the heat once in a while, and it should cost a little less to do so this year. More


State says no to windstorm rate increase

Coastal homeowners caught a break recently when insurance regulators rejected a rate increase by the state-backed windstorm insurer. The Texas Windstorm Insurance Association, which insures thousands of policyholders who can't find coverage in the private market, had sought a rate increase of 10 percent for homeowners and businesses. Democratic Houston Mayor Bill White has the biggest war chest — raising more than $6 million so far this year — in the ongoing bid for Kay Bailey Hutchison's U.S. Senate seat, according to new campaign finance records. Hutchison has yet to vacate her seat to focus on her gubernatorial bid. White's campaign drew attention Thursday from national Republicans, who hope to keep the coveted Texas seat in GOP hands. More
