The long run of declines in Dallas-Fort Worth home prices should turn positive next summer, an industry analyst said Thursday. First American CoreLogic, a California-based housing and finance information firm, is forecasting that home prices around the country will bottom out by spring. And in the DFW area, prices should be slightly positive by August, the

Texas voters on Tuesday passed one proposition limiting the
government's eminent domain powers and another creating a fund for more top-tier research universities, along with nine other constitutional amendments on the ballot. The eminent domain amendment - supported by the Texas Farm Bureau, Gov. Rick Perry and Perry's Republican rival, Sen. Kay Bailey Hutchison - won overwhelming approval from voters.

The Senate approved a $45 billion plan Wednesday to expand a tax credit for first-time homebuyers, extend jobless benefits and provide tax refunds to money-losing companies. Under the bill, the $8,000 homebuyers' tax credit, slated to expire this month, would
continue until April 30 and be expanded to include people with higher incomes and some who already own homes.

Ex-OSHA official says agency let employers underreport injuries

Bob Whitmore, a former federal OSHA official who contends the government has allowed companies to underreport workplace injuries, has filed a complaint alleging he was fired from his job in retaliation for speaking out about his agency's failings. His whistle-blower complaint is set to be heard by the federal Merit Systems Protection Board
in early December.

Nearly 4,000 apartment buildings will face regular, more aggressive inspections following City Council approval Wednesday of an ordinance aimed at eliminating dangerous conditions at Houston's
multi-family housing complexes. City officials said they hope that blighted, dangerous conditions will disappear as about 350,000 rental units become subject to rolling inspections on a four-year cycle.

The volume of signed contracts to buy previously occupied homes rose for the eighth straight month in September as buyers scrambled to take advantage of a tax credit for first-time owners that expires at the end of this month. The National Association of Realtors said its seasonally adjusted
index of sales agreements rose 6.1 percent from August to 110.1. It was the highest reading since December 2006 and more than 21 percent above a year ago.

The number of newly laid-off workers filing
claims for unemployment benefits last week fell to the lowest level in 10 months, evidence that job cuts are easing as the economy slowly heals. Still, companies are reluctant to hire and economists expect the unemployment rate will tick up to 9.9 percent when October's figure is reported. The jobless rate hit a 26-year high of 9.8 percent in September.
