California Spay and Neuter Bill Rouses Fierce Opposition

SB 250 is scheduled for its final hearing in the Assembly
Appropriations Committee. If it moves out of committee, it will
then move to the full Assembly for a vote by Sept. 11. The bill
requires that dogs be spayed or neutered unless their owner/guardian
obtains an unaltered dog license when they license
their animal. SB 250
also requires that roaming cats be spayed and neutered by their

designation under the Minor Use and Minor Species Animal Health Act of 2004. The FDA's amendment, effective Nov. 9, establishes a specific "small number of animals" for each of the seven major animal species to be used in determining
