Congress proposes 'Pet Safety and Protection Act of 2009'

Legislation has been introduced in both the House and Senate to amend the Animal Welfare Act through the creation of the "Pet Safety and Protection Act of 2009." The same legislation was introduced in
2007, but no action was taken. The Act intends to regulate the manner in which research facilities obtain dogs and cats for research. MORE

Representative Kendrick Meek, D-Fla., first introduced H.R. 2811
earlier this year. The bill was heard before the same Subcommittee in July in which additional co-sponsors were added. As drafted, H.R. 2811 would amend the Lacey Act to add "the constrictor snake of the species Python genera" as an injurious species that would be "prohibited from being shipped or imported into the United States."

More commercial dog breeder regulations proposed in Tennessee

The Tennessee Department of Health (Division of Animal Welfare) has proposed a regulation which codifies the recently enacted Commercial Breeder Act, also known as Tennessee House Bill 386. The regulation encompasses much of the Commercial Breeders Act, but proposes new definitions, record keeping requirements and mandates compliance
with the federal Animal Welfare Act.

CIT files for fifth largest U.S. bankruptcy

CIT Group Inc., one of the nation's leading funders of small and medium-sized businesses, filed for the fifth
largest bankruptcy by assets in U.S. history as part of a reorganization plan that has the support of an overwhelming majority of debtholders. In a statement, the company said it is asking the U.S. Bankruptcy Court for the Southern District of New York for a quick approval of the prepackaged plan. CIT said none of its operating subsidiaries would be affected by the filing, allowing them to continue operations.

The number of dogs increased to 77.5 million (from 75 million when the survey was taken two years ago). Cat numbers exceeded 90
million for the first time, over 93 million pet cats (from 89 million in 2007-2008).
